A Message from Capital OTB’s President: 

We at Capital District Regional Off-Track Betting Corporation have a social and business responsibility to promote responsible gambling in the New York racing industry.  As such we realize that sometimes recreational gambling can become a problem for some people.We promote responsible gambling and support assistance for those who need it. Additionally, individuals can participate in Capital OTB’s Voluntary Exclusion Program. This program is a New York State mandated program to assist individuals who believe they have a gambling problem by allowing them the opportunity to voluntarily request that they be excluded from entrance into Capital OTB wagering locations and from having a Capital Bets account wagering account. To sign up for Capital OTB’s Voluntary Exclusion Program an individual must complete the Voluntary Exclusion Application.  This application is available at any Capital OTB location, by clicking here or by contact Capital OTB’s Customer Service Department at 1-800-292-2387. The individual completing the application must also provide a recent photo (such as a passport of driver’s license photo) of themselves and have their signature witnessed by a Capital OTB branch manger.

The application will be forwarded to Capital OTB’s administrative offices and upon receipt the applicant will receive a receipt from Capital OTB informing them that they have now officially voluntarily excluded themselves from wagering opportunities at Capital OTB. The photo and other identifying information will be kept by Capital OTB employees in non-public areas and is used to assist with enforcement of your voluntary request.

This Voluntary Exclusion Program is only applicable with Capital OTB and no other gambling entity.

Voluntarily entering into Capital OTB’s Voluntary Exclusion Program prohibits you from entering any Capital OTB branch location or having a Capital Bets wagering account.

Individuals can remove themselves from the Voluntary Exclusion Program by completing the Voluntary Exclusion Program Customer Reinstatement Form.  This form is available at any Capital OTB location, by clicking here or by contact Capital OTB’s Customer Service Department at 1-800-292-2387.  Please note that no person will be removed from the Voluntary Exclusion Program until seven (7) days after such Voluntary Exclusion Program Customer Reinstatement Form has been received by Capital OTB. 

Completed Voluntary Exclusion Program applications or Voluntary Exclusion Program Customer Reinstatement Forms can be returned to Capital OTB’s Customer Service Department at 510 Smith Street, Schenectady, New York 12304 or to any Capital OTB location.
